Description Government of the Punjab, Agriculture Department requires the services of a Chartered Accountancy Firm as Financial Consultant having the team whose members possess adequate qualifications and experience in the relevant field and having the skills to assist the Core Group for negotiation with MONSANTO for hiring of advanced cotton seed technology.
2. The Expression of Interest is invited for scope of work of Chartered Accountancy Firm will include but not be limited to the followings: – The firm will go through the Memorandum of Understanding and its attached annex to understand the overall objectives of the agreement. – Clearly develop the business model for the Core Group along with different options for the payment of technology fee, especially with reference to Indian experience keeping in view the following: – • Guide the Core Group about the financial implications of each clause of the agreement. • Ascertaining from the invoices, bills, memos etc. made available, the price being charged by the local seed companies to farmers in Indian North Punjab. • Understanding the agreements underlying the arrangement between Monsanto India and local seed companies as well as between Monsanto India and the Government of India if any. – Verifying the documents provided by Monsanto India regarding the technology price being invoiced to the local seed companies and the basis of its calculation. – If required, ascertaining the technology price paid to Monsanto India by some of the leading local seed companies as per the books of account/ financial statements of the local seed companies. – Estimating the effect of other services being provided by Monsanto India bundled with the technology provision arrangement.
3. The Expression of Interest with the following information and documents must reach the office of the undersigned within 15 days after this advertisement: a. Complete Curriculum Vitae (CV) of the firm as well as team members showing assignment wise relevant experience with exact time and duration of each assignment. b. The assignment/technical proposal c. Whether the Consultancy Firm is enrolled on the web site of P&D Department i.e. www.pndpunjab.gov.pk. d. Certificate of registration with Income Tax Department. e. Total consultancy service charges including all the services and material required for preparation of all the necessary documents. f. Department reserves the right to reject one or all the applications without assigning any reason.
